think you can have a personalized profile picture, but not an avatar.
This is probbably to keep the forum in the star wars theme.

Go to UserCP> Edit Avatar > and at the bottom tick custom avatar and upload ;)

No its not you seems that are account needs to be given permission to do that 1st.Is there an option to allow people to use links for their sigs as i have one just its not BBcode its on my own free website which i upload files to?
